If I'm not mistaken, journals don't pay authors, and journals don't pay reviewers. So I don't see why should I pay journals. They only do dissemination and archival work these days, and paying ~30 USD for a 5-15 pages PDF is just outrageous, as they probably know already.

A quick takeaway: peer-review is imperfect. Scientists are humans, and make mistakes - many times because of their biases, or mundane reasons (like grant money for research). International bodies like @WHO reflect these imperfections.
